There are some breeds where they are left on. Whether a dog is to be shown or not, I prefer to see dewclaws removed for exactly the reason you described: because they can get caught on things and tear. So those breeders will do the entire litter. It's typically done soon after birth - long before one can tell if a particular pup in a litter is going to be 'show quality'. It says front ones may be removed, but most show dogs (in the US at least) will have them removed. It says right in the breed standard that they should be removed. There is no excuse for leaving rear dew claws. Some have their reasons for not doing it, but if that reason is because it takes time and $ to get it done, then I wouldn't put them in the reputable category. If they have done hips and eyes on the parents and taken measures to make sure the parents conform to the breed standard, then they probably are reputable.
